COMPAS’s Understanding Migrant Destitution in the UK research shone a light on the number of destitute vulnerable adults with care needs receiving local authority support, a more hidden group often missing from existing research on the impact of the UK Government’s ‘no recourse to public funds’ (NRPF) policy. Local authorities provide a basic safety net for destitute, vulnerable people; however, the research found that adult social care receives no dedicated central government funding for NRPF and is often underequipped to deal with the growing number of complex cases. Building on our Inclusive Cities model, COMPAS’ new project will bring together three London local authorities to improve local authority data collection on vulnerable adults with NRPF, co-develop tangible action plans and enable peer learning and joint policy development, through the dedicated support of the COMPAS project manager, providing ongoing support to each local authority. This will be supplemented by research to consolidate the data and evidence on the characteristics of the vulnerable adult population with NRPF in London seeking local authority support.

The project will run from September 2025 to September 2028. Alongside impactful work to bring together local authorities, partners, and experts by experience to co-design change at both the local and London-wide levels, the project also seeks to influence broader change at the national level.
