Introduction

This report examines the way in which entitlements and restrictions to welfare benefits for migrant families in the cities of Berlin and Madrid are constructed in law and policy, and implemented in practice. It looks at how migrants access or are unable to access services to which by law they are entitled, the implications when they are not entitled or able to access those services, and city-level responses to any problems these restrictions create.
