Abstract:

Integration is now central to the European Union’s agenda. It is recognized that migration – at different levels and in differing forms - is here to stay and that the successful integration of immigrants cannot be taken for granted. The aim of this chapter is to revisit principles: what do we mean by “integration,” and what should an integration strategy be trying to achieve? It then considers who should be the target of the strategy, whose responsibility it is to make it happen, and what policy levers can be used. It looks first, however, at the nature of the challenge.
