Dr Lucie Cerna is an Analyst in the Directorate for Education and Skills at the OECD, Paris. Previously she was a Lecturer at Merton College, Oxford, an Assistant Professor in Global Challenges at Leiden University, the Netherlands, and an Anglo-German Postdoctoral Fellow at Oxford. Lucie holds a DPhil from the University of Oxford, where she focused on the governance of high-skilled migration policies. She has published widely on the political economy of skilled migration, comparative public policy and European Union politics.
She will be working with COMPAS on Working Papers related to talent definition and how Singapore is attracting global talent, and organising a seminar.
